My own summary of the topic. I claim that a systematic campaign of asymmetric chemical warfare could cause extensive damage, but that plausible chemical weapons fall short of being "weapons of mass destruction" and cannot enable one or a few terrorists to "take out a city" as the WMD hype suggests.
